THE QUESTION #

Why can a weaker fleet that never leaves harbour still pin down a stronger one?

A navy has been beaten into port and stays there. It escorts nothing, sinks nothing, bombards no coast. By every measure of activity it has stopped participating in the war. And yet the stronger navy outside cannot go and do as it pleases; a large part of it is fixed in place, watching a harbour where nothing happens.

What is the anchored fleet doing? It is tempting to say deterring — but that is a different machine. Deterrence works on an adversary's forecast of punishment: do this and something bad follows. The fleet in harbour is not chiefly threatening punishment. It is withholding a permission.

Reasoning it through

REASONING #

Start with what the stronger navy actually wants. Not the ocean — you cannot occupy water. What it wants is use: to move a convoy, land troops on that beach, sit off that coast and shell it. Each is an operation that takes days, is fragile while it happens, and cannot be abandoned halfway.

And what does such an operation require? Not the destruction of the enemy fleet as such, but a guarantee — that for this area, over this window, no enemy force will arrive to interfere. That is the real commodity, and it is a strange one: a negative claim about the future.

What can falsify a negative claim like that? Not an event; a possibility. As long as an intact enemy squadron exists within reach, the guarantee is unproven, and the only way to make it good is to keep a force ready to meet that squadron if it comes. The cost is therefore set by the enemy's potential, not his activity — a fleet doing nothing does not reduce the bill, because the bill was never for what he was doing.

Here is where the leverage comes from. The covering force cannot be a paper strength: it must be at sea, or close enough to reach the exit in time, more or less continuously. And ships do not stay at sea continuously — they refit, repair, provision, rotate crews. So keeping one squadron's worth of watchers actually present requires more than one squadron's worth of ships. I will not quote a multiple, since it varies with ship type, station, weather and era and published figures are estimates, but the direction is not in doubt, and it is the whole reason a small intact force can absorb a much larger one. Now add uncertainty about where it will come out: every possible exit must be covered, or covered by a force able to reach whichever one is chosen in time.

Now the awkward part, and the reason the strategy has a reputation for being both brilliant and cowardly. The effect depends on the fleet remaining intact and potentially available. The moment it sails and fights, either it loses and the constraint disappears permanently, or it survives and the constraint is exactly what it was before. That asymmetry is why it does not sail: its value is contingent on being preserved and is spent by being used, so its commander must sit through a war accused of idleness while doing the only thing that keeps the effect alive.

Can we test the mechanism? Sharply, because two rival explanations predict different things. If the tie-down comes from uncertainty about a sortie, it should scale with the number and difficulty of the exits and collapse when the fleet can be reliably bottled — a single narrow channel that a minefield or small detachment can watch should release most of the covering force even though the tonnage in harbour is unchanged. If the tie-down were simply a response to enemy tonnage, bottling would change nothing. The refuting observation is therefore a fleet sealed behind one watched passage that still absorbs the same covering force as one with several routes to open sea.

Think of a rook placed on an open file in chess. It may sit there the entire game and never capture a piece. It is not doing anything — and yet every plan you make has to be a plan that survives that file, so its real effect is on the list of moves you are willing to consider. And if it ever takes something, it can be taken in return, and the file opens.

Chess is perfect information — you can see the rook and calculate precisely what it covers — whereas most of the cost at sea comes from not knowing whether the fleet is at its moorings this morning, so the watcher is paying for uncertainty a chess player never has to buy.

Clarifying the model

THE MODEL #

Three refinements hold this together.

First, the conditions are demanding. The anchored fleet must be capable of real damage if it did come out, able to leave unpredictably, and safe where it lies. Remove any one and the effect degrades: a fleet that could be destroyed at its moorings has swapped a constraint on the enemy for a target, which is why the arrival of long-range air attack and precision strike weakened this posture considerably. Harbour is only leverage while it is also sanctuary.

Second, it buys denial, not control. It stops the enemy from safely using the sea; it does not let its own side use it. So it suits a state that needs the sea less than its opponent does, and does nothing for one whose own trade is being strangled meanwhile.

Third, the doctrine is contested. The phrase comes from an English admiral's defence of his conduct in 1690 — Torrington, from recollection — and the argument has never closed. Critics in the tradition that prizes decisive battle say it concedes the initiative and merely postpones the fleet's destruction; defenders say postponement is the product on sale. Navies tend to find it persuasive when weaker and unpersuasive when stronger, so the doctrinal literature is not written by disinterested observers.

Since that guarantee can only be bought by keeping a covering force continuously ready against a possibility, its price is set by what the weaker fleet could do and paid whether or not it does anything — which is why the strategy inverts the usual relation between activity and effect, and why it ends the moment the fleet either sails or stops being safe where it sits.
