The question we started with

THE QUESTION #

How can a weapon prevent a war precisely by never being used?

A weapon that is fired has done something. A weapon that is never fired has, on the face of it, done nothing at all — and yet the whole claim of deterrence is that the unfired weapon kept the peace. That is a strange kind of causation. If the work is done in someone else's head before anything happens, what has to be true of a threat for it to change a mind?

Reasoning it through

REASONING #

Take the simplest version. I want you not to do something, so I promise that if you do it, I will impose a cost larger than whatever you gained. If you believe me, you weigh the gain against the cost and stay home. Nothing is used. Deterrence has succeeded, invisibly.

Now notice the load-bearing word: believe. The threat operates only through your estimate of what I will do, so it must be two things at once — large enough to matter, and likely enough to be worth pricing in. And here the trouble starts, because those two requirements pull in opposite directions.

Suppose you seize a small border village and I have promised annihilation. Would I really carry it out, knowing you would annihilate me back? Almost certainly not — and you, knowing I am rational, discount it. The threat is enormous and, for exactly that reason, not credible. This is the commitment problem, and Thomas Schelling built most of his work around it: the difficulty in deterrence is rarely capability, it is making a threat one would not want to carry out believable in advance.

So how do you make such a threat believable? Not by shouting, but by arranging matters so that the decision is not yours at the moment it arrives. Station troops in the threatened city who are too few to win but cannot be attacked without your country being at war — a tripwire, hostage to your own promise. Or, as Schelling put it, leave something to chance: build a situation that could slide into catastrophe without anyone choosing it, so the adversary must weigh not "would he retaliate?" but "can he be sure of controlling what starts?"

Now bring in survivability, where the logic bites hardest. If my forces can be destroyed in one blow, two things follow, both bad. You have an incentive to strike first, since striking first is the only way the exchange goes well for you. And I have an incentive to launch on the first ambiguous warning, because waiting means losing everything — so a false alarm becomes a war. A vulnerable arsenal is not merely a weak deterrent; it actively rewards attacking it.

Make the same force survivable — submarines at sea, hardened or mobile launchers, dispersal — and the picture inverts. There is now no first strike that disarms me, so striking first buys you nothing, and I have no reason to hurry. Albert Wohlstetter made this argument in 1959, and it is why the field's attention shifted from warhead counts to whether a force could take a punch. Past the point where enough survives to make retaliation certain, additional weapons add very little; below it, more weapons can make things worse.

Think of a shopkeeper who deters theft not by standing at the door with a bat, but by a camera whose recordings go straight to an off-site server. The bat is bigger. But everyone knows a lone shopkeeper might not swing it, and might lose if he did — whereas the recording will exist whatever happens in the shop, and it exists in a place he cannot be forced to unlock. What deters is not force; it is the certainty that a consequence has already been placed beyond his own reluctance.

The thief and shopkeeper share a legal system that supplies the consequence, whereas states have no such third party — the retaliation must come from the very actor who would rather not deliver it, which is the entire difficulty, and the analogy quietly assumes it away.

Clarifying the model

THE MODEL #

Three refinements make this less tidy than it sounds.

First, deterrence is not one thing. Deterring an attack on yourself is comparatively easy, since nobody doubts you would defend your own homeland. Deterring an attack on an ally — extended deterrence — asks the adversary to believe you would accept destruction on someone else's behalf. Most of the strange machinery of alliance politics, from stationed garrisons to shared control of weapons, exists to close that credibility gap.

Second, the framing assumes an adversary who calculates. Against a leader who misreads the situation, cannot control his own military, or values something you have not priced, the calculation you carefully arranged is not the one being made.

Third, and most awkwardly: deterrence success is unobservable. If no attack came, we cannot distinguish "he was deterred" from "he was never going to". The empirical record consists of non-events, which is why deterrence theory is largely deductive and why claims that nuclear weapons have kept the peace since 1945 remain genuinely contested. Treat the reasoning above as a well-developed argument, not a measured result.

An unused weapon prevents a war by never being the point. What operates is the adversary's forecast, and a forecast is moved only by a threat that is both costly and expected to be carried out — two properties that fight each other, since the most terrible threats are the least believable. Everything eccentric in this field is an attempt to reconcile them: hostages of one's own making, deliberately loosened control, and above all forces built to survive rather than to impress. Survivability matters more than size because it removes both the reason to strike first and the reason to fire in haste.
